Yes, you should wear both for a ';finished'; look. The foundation will provide a smoother and more even skin tone and should be applied first, over moisturizer. Allow the foundation to dry for a few minutes, and then follow it with a LIGHT dusting of transluscent powder. A little goes a long way and will help to provide a poreless soft finish. Too much powder can look cakey and fake and will actually accentuate tiny lines and small hairs. I like to buff my face with the powder brush gently for a few seconds because even though I don't want shine, I do want a nice glow, not a totally matte finish.Are you supposed to wear foundation and powder at the same time?
You can wear both at the same time, but you shouldn't wear a liquid foundation and then pile a powder foundation on top. It will just look too heavy and caked on. A powder on top of a liquid foundation is meant to set the makeup in place to leave it looking great for a longer period of time. You accomplish this by using a light translucent powder, not a powdered foundation.
There are so many different powders out there that it's really a matter of finding one that isn't too heavy for your foundation.
After you put on your foundation, you have the option to put on powder or not. There are different kinds of powder. Some would provide coverage and some are sheer. If you want your foundation to last longer, you should apply a sheer powder over it. If your foundation does not provide the amount of coverage that you desire, you can easily use powder(one that does give coverage) to help you do so.
If you have oily skin, I suggest that you wear foundation + powder. You wouldn't want your make up to melt quickly :)
well...if you use liquid foundation, you can use powder to set it, meaning it will make it last longer.
However, if you are young and have perfect or ok skin, I would recommend you to not use both but maybe just concealer.

yes, foundation is generally more wet, and sticks to your skin to cover up any blemishes.. Powder is used to cover shiny spots.
You can wear each separately or both together
But when wearing them togther you but the powder on top of your foundation to set it and to make areas like the T-zone look matte.
