You can Google ';gluten free cookies'; or ';flourless cookies'; to find more.

It's actually pretty easy to make your own recipes wheat-free too. Usually you can just substitute a gluten-free ';flour'; mix (try Bette's Four-Flour Blend) and add a teaspoon or so of xanthan gum. These are both sold at Whole Foods. Can you bake cookies without flour or baking powder?
The only cookies that can be baked without flour or any baking powder would be Meringue cookies, often persons will make these with sugar and or coconut. The primary ingredient you would need are egg whites, so you would need lots of eggs. You can read more about it here... http://en.wikipedia.org/wiki/Meringue
You have to have the flour to hold it together.. and you need the baking powder to act as a leavening agent to raise to cookies up. And well you can make brown sugar by adding a tablespoon on molasses to a cup of white sugar.
You can make cookies using yellow cake mix, but you have to leave one of the ingredients out when mixing, I think. I don't have my cookbook handy, but it is possible and very yummy.
I have found that the Link below has many recipes for cookies without flour. I have tried several in the past and found them very tasty.
I don't think you can bake them without those 3 ingredients
